i have purchased my iPhone 6 64GB from At&t in August 2015 and i don't have garage-band on it i have to buy for it

- Apps that are larger than 100 GB can be downloaded over Wi-Fi.
- If GarageBand is not pre-installed, download it from the App Store.
you can see here that its not pre-installed and if i want it i have to pay for it.
ALl my friends have it for free and installed on there iphones. Also its not preinstalled on my ipad mini3
what can help to solve this problem

From the support article:
"If you purchased a 32 GB or larger device with iOS 9 or later, these Apple apps are already installed:
*To download GarageBand for free, you need a device that was activated or purchased on or after September 1, 2014."
Kinda ***** but paying the 5 clams is still worth it.
Did you sign in with your Apple ID?
